If you watch the video several times at where he locks in the leg lock, and when he releases it is approximately 2-3 seconds. He locks it in about 1:07 and releases about 1:09 or 1:10, that is 2-3 seconds max. It doesn't look like to me like the guy is purposefully holding on for "several seconds" as Joe Rogan says. Interesting that Joe counts 1-2-3-4 real fast while the video is in slow motion. Anyways, I've watched 100's of mma fights and seen many many submissions that took equally as long or longer for the person to release, and they didn't get suspended for 90 days. Seems a bit unfair.
